As you know, SEBAC leaders and the Governor's office have been meeting for months to discuss possible scenarios that would save the State of Connecticut money in an effort to avoid massive state employee layoffs.

If the exploratory discussions suggest that a fair agreement may be possible, the 4Cs President will call a meeting of the Executive Board and the Negotiating Committee for approval.

The 4Cs and our coalition partners, AFT and AFSCME, would need to work out a tentative agreement on our 4Cs Contract with the BOR.

If the 4Cs Contract negotiations end in a tentative agreement AND the Executive Board and Negotiating Committee are supportive of the expected SEBAC agreement, only then would SEBAC leaders enter into formal negotiations with the Governor's Office of Policy and Management.

Both any SEBAC agreement and the 4Cs Contract Agreement would be subject to ratification by the members. The 4Cs will share the details about the agreements and will hold meetings on campuses to answer questions. After this information period, all 4Cs members will have a vote on two items: one vote for the SEBAC agreement and one vote for the 4Cs contract.

Once this process is completed, and if all are approved, the SEBAC agreement and all the contracts for the individual bargaining units would be presented to the General Assembly as a single item for approval. The General Assembly can either vote yes on all the agreements or no on all the agreements.
